My Story

I was duped by Mr Cifelli's lies and misrepresentations into investing $3 Million USD in a supposedly 'no risk 200% guaranteed 30 day transaction' – 11 years, a civil judgement including on fraud, misrepresentation and embezzlement for $7m+ and his bankruptcy later, I am still waiting!!!!!

This note is to warn people of the risks that can be incurred in doing business with Marc Cifelli. All of the following is factual and derived from my experience. Cifelli cannot be relied upon, he is prepared to lie to deceive an investor of their money and without any degree of conscience walks away from his responsibilities – he has no idea how to properly operate and manage a professional financial business. Mr Cifelli claimed to work with global leaders, royalty, heads of major banks and be involved at the highest level with those who control the world's banking system. The reality is these were lies and misrepresentations so he could get his hands on my investment money. He took $3 million and has failed in every commitment to me. He is now bankrupt (I made him bankrupt); has an undischarged $7m+ judgement against him (including on fraud, embezzlement and misrepresentation) and fails to pay his debts – then he tells more lies and blames others for his failure!

BEWARE OF DEALING WITH MARC CIFELLI – HE TOLD ME LIES, TOOK $3m OF MY MONEY AND THEN TOLD MORE LIES.

I MADE HIM BANKRUPT AND HE HAS A $7m JUDGEMENT AGAINST HIM BUT HE STILL OPERATES ILLEGALLY IN SEEKING INVESTMENT MONEY FROM UNSUSPECTING INDIVIDUALS AND BY OFFERING FINANCIAL SERVICES AND APPEARS ONLINE AND ON LINKEDIN CLAIMING CREDIBLE FINANCIAL EXPERTISE. I LEARNED TOO LATE THAT HE IS A DELUDED SEMI-LITERATE CONMAN – BUT MAYBE YOU CAN LEARN FROM MY MISTAKE.

Excerpts of the July 2021 Bankruptcy Court heading of a Settlement Agreement with Cifelli is below. Further significant excerpts appear at the end of this article. Cifelli will drag out any proceedings, then agree time and time again to pay but has no intention of honoring his agreements.

FINAL SETTLEMENT AGREEMENT JULY 2021

Needless to say no funds were ever paid under the above promises agreement and subsequent proceedings finally ended up with a settlement agreement and then default judgement for $7m in September 2021 – this included on civil claims of fraud, embezzlement and misrepresentation. Further excerpts from that agreement are below.

WHAT MARC CIFELLI TOLD AND OFFERED ME TO INDUCE ME TO INVEST:

'I am the trader and party offering you the program as follows:

- Invest $1M – 10M structured short term/ bullet program leveraging the invested cash to write bank drafts from our trusts

- Bank drafts simultaneously monetize and LTV entered into a buy/sell trade.

- Client will receive 200% of capital invested from the monetization of bank draft in 30 days or less.

- This program can be offered for investment size greater than 10M with 10 additional days so further bank draft contracts can be reserved in advance.'

'It's a pleasure to speak with you. To address your question and concerns:


This program is very straight forward has been offered for many years in full succession without ANY default to the investors.


Your cash will be used to pay for the instrument (Bank Draft): the draft is structured and delivered SWIFT MT760 to my partner's private trust (lender) so we are always holding some form of collateral so there is no risk to your capital. My partner is the signatory asset manager on the private trusts (27) that make up the Treasury of the government of China (PRC) and he has been running this program for many years duration to benefit projects and infrastructure of China.


Your investment and return is paid back to you immediately upon receipt of non-recourse loan advance in my account in HK as consideration for the bank draft. This process takes 2-4 days maximum from delivery of bank draft with full banking responsibility for the advance. Your return is than remitted to the coordinates you specify.


There is no risk associated with this transaction because my partner and I are in complete control all the logistical factors to ensure it continued success. To reiterate we are always holding as signatories some form of collateral (either your cash) or (HSBC HK Bank Draft in place of your cash) or (Non-recourse cash loan proceeds in place of Bank Draft) We only relinquish one form of collateral for the latter with full control and banking responsibility so there is never any risk to clients investment capital.


In addition we have our own capital on account to guarantee the safe return of your investment against our commitment as to be specified in the contract. Your contract will be with my company Arriva Capital and will be executed between you and myself.'

Marc Cifelli's response:-

A couple of simple questions merely to assist with my DD:

Is there any risk associated with this investment to either the capital or return?

Has any client lost their money with your firm on this type of program?

I naturally asked Marc Cifelli to detail the risk of this offering:-

Marc Cifelli stated above 'This program is very straight forward has been offered for many years in full succession without ANY default to the investors.'

Arriva Capital has not operated this program for years – Arriva Capital is in essence a dormant vehicle. Cifelli has no funds, been in arrears on his personal mortgage, credit cards etc – would that be true if he is a successful financier!!

According to Marc Cifelli this program is with his Partner.

'Marc was not my partner nor am connected in any way with your contract to him. He came to do business with my organization with other matters and we have done our part as to our arrangements with him/his company.'


'I did not have any contact with Marc for 3 years. Last time I met him accidentally on the streets of HK and he was doing well with his partners.'

According to Marc Cifelli he transferred my money to a man who he claimed to be his Partner – yet this man is not his Partner (note above). Marc as a so-called professional holding clients' money is obligated to protect that money; he clearly failed to take the steps that a professional financier should take before parting with client's money.

Furthermore, my money was not asset-backed at each step as he committed and most certainly was not risk free.

Marc Cifelli made it very clear that he holds capital to cover my repayment if there is any delay. This was a very important part of my decision to invest, the fact that he held funds to cover my position and would use them to correct any delay in this matter – needless to say that was just another lie. No funds were ever received.

Marc Cifelli claims my contract is with him and that he is responsible. Yet all he does is blame others for his failure to act as a professional.

Time has proven all material aspects of these words to be LIES:-

I corresponded with the man who Cifelli claims to be his Partner; response is as follows:-

WHO MARC CIFELLI CLAIMED TO BE:

At the time I invested I was deceived to believe that Marc Cifelli was an extremely successful Trader operating at the highest international level that investors such as myself can only hope to gain access to. He gave me every reason to believe that both he and Arriva Capital are a discreet but extraordinarily successful financial entity in the world of trading/banking programs. He talked in terms of billions, not the measly millions that I sought to invest.

'Michael respectfully nothing you are saying is true. The president is waiting for me to return to the USA to brief him… please do not speak about anything you do not understand… it is simply us that has to do this work and no one else can. It goes back to things in the past and my grandfathers work… everyone at top of intelligence knows my position including your queen so every time you make these statements it shows me that you do not have the access even to verify… do not worry I will do the right thing you can be rest assured. No one in FBI has the pay grade to understand these issues accept the director only in a limited capacity'

The above note was in response to me saying that I cannot find anyone to acknowledge knowing him.

WHAT HE PROMISED/STATED

Marc Cifelli has made countless claims, promises and undertakings.

He lies about his Partners. He introduced two people as his Partners. Both statements in a legal and commercial context were not true.

He lied about his success, financial standing, experience and ability to deliver a result. He lied about procedure, product and risk. At best he is a small-time broker - at best – and a failure at that!

In my opinion he is incompetent, does not understand the steps he needs to take to look after clients' money, does not apply appropriate controls and corporate disciplines. In my instance he stated that my funds were 'stolen' by his Partner. The reality is he deducted/stole some of my funds to repay other liabilities and then passed my funds to a stranger who ran off with my money. Strangely he has not acted as a normal professional and legally pursued those funds – he did nothing to recover my funds - not even report the matter to the authorities. Was this just a good faith investment with a third party that went wrong? Or was Cifelli involved in the misappropriation of all of my $3million? His lies to induce me to invest; his lies after I invested; failure to verify or protect the investment with a third party; failure to report the matter to relevant authorities and his failure in any way to pursue the third party suggest to me he was likely in on the whole thing. His mind-boggling and callous reaction to me? See this below but in brief that I should get over it – that the loss is just one of those things and I should leave him alone.

WHAT RECOVERY ACTION HAS HAPPENED?

Over 4000 emails of me chasing the matter over ten years
Cifelli alternatively begging me or abusing me that no action be taken
Cifelli signed settlement agreements for him to pay me amounts he suggested
Then he denied responsibility for those agreements and paid nothing
In exasperation I spent more money and made Cifelli bankrupt – he dragged the process out
Never proven his words – never provided bank statements etc to the court to prove his words
Never commenced proceedings against the man who he claims stole the money

He has done literally nothing significant except PROMISE – more lies

'Michael I am busting my ass taking meetings with several kings here in the Middle East to finish this please cut me some slack... what I am doing in the world and for the world no one else is doing or is able.. I have my neck on the line time and time again to ensure proper changes take place in this financial system.. I have been ridiculed and threatened and discredit but I have stayed the course because of what right is fair for all.. please do not call me names or tag me as anything negative anymore. I am doing more than the next 100 men to make these changes in the world.

You piss and moan about money I have sacrificed much more money not for my own wealth or prosperity but for a much bigger cause that doesn't even benefit me. It is money don't make it your god and every possible thought has to be that the money is gone. I can't believe this crap as if your the first person in the world that is awaiting a return on an investment or lost money.. get over it..think about something else for a second I am committed to return it.. I have devoted my fucking life to it and everything else that is righteous so please lay off... I have open invitations to see every king in the Middle East.. ask yourself why and let me do the work and keep your comments to yourself. None of it changes anything I was motivated to do the right thing since I was fucking born. I don't need you pushing me I am not concern with any man's threats I have armed security around me protecting me. When I fly into the United States I am detained to brief the intelligences I am the asset who is doing the work. So please do not tell me about FBI or Russians or agencies they have all been supporting me the entire time.. all the people who are good in the world are watching my 6 so this work can be completed. Your my only adversary over what Michael it just money so what?? So what?? Obviously it is in my ability to pay it back or I wouldn't be being asked to go meet every royalty, dignity and central bank to help reinstate there global currency contracts.'

Marc Cifelli freely and easily makes grand statements – like all conmen - he did that when he deceived me into investing with him and again countless times in over 4000 emails. His words are very dangerous!!!! They are the words of a pathological liar…..

He has never provided any assistance with resolving this matter, no bank statements or other documentation has been provided – WHY?

It is my understanding (Marc Cifelli told a consultant working for me) that he deducted funds from my money to pay other liabilities before sending mu money offshore - which I suspect is why he has never provided Bank statements or a money trail. PWC are currently doing forensics on the money trail and what appears a clear breach of fiduciary duty. If that was not the case Cifelli would have provided documents to prove the facts years ago.

Also, Cifelli did not have the funds to repay me as stated in his comfort email before I invested – another LIE

If you have anything published or continue to harass Marc I can assure you the trader will Blacklist both of you, the best part is I will ensure your friends know that you were the guy that made the investment with Marc and they will never be able to allow you to be applicant because of your lack of judgment, irresponsibility in not doing your diligence, they will also see how you are unstable and irrational by your actions.

So you have not only will have imploded Marc's commissions you will never be paid an applicant or brokers fee ever!

And because there are two people that can swear an affidavit as such, the judge in any case will see the negligence on your behalf and not Marc's.

This will allow Marc to show the judge you blew Marc's ability to pay you back through tortious interference, Marc therefore will not have to pay it back because I hold the contract, and evidences of your actions, also Marc has two eye witnesses with first hand evidence that he handed your money directly to Bruce Ko which also shows lack of malice, no intent to defraud so it remains a civil matter. In the end you just screwed yourself and when your wife finds out I'm sure she will deal with it as she sees fit.
So last words, I suggest both you and Marc block each other's phones, do not have anything published, keep quiet and you will be paid over the next few weeks. Anything short of that I can assure you, if you think you are going to publish a one sided story I will ensure the author of such has the full story and undisputed facts, this will ensure you alone have destroyed your own ability and credibility to ever earn. So sit tight and stop with the harassment.

Needless to say no funds were received!

There appears to be no limit to the steps Cifelli will go to avoid honouring his DEBTS

Marc Cifelli's appalling attitude is best summed up by his note below:

In over 10 years He has paid back less than 1% of the funds stolen from myself – he has made no sincere effort to remedy the matter. Marc Cifelli then had one of his business Partners threaten me with the note below. After stealing my funds he then attempts to intimidate me into taking no action to recover or hold him to account:

The following statements were made after I invested: According to Marc Cifelli his grandfather is the architect of the global financial system, his grandfather is in regular contact with the Queen of England and all the very top power brokers of the world. Marc Cifelli indicated he is the successor to his grandfather and is currently powerbroking with all the key heads of state of the major states of the world.
